What “roof access” should mean
Lift heights that match the eaves, a boarded working platform, toe boards, brick guards, and a way to get materials up that is not a person on a ladder. Chimney stacks need their own platform if someone is actually working on them. A fan over the pavement if the public walks underneath.
When a temporary roof earns its keep
Full replacements on occupied houses, winter programmes, and streets where a stripped roof would throw water into the house or onto the pavement.
