Chigwell is often a private-drive job: long frontages, high eaves, a client who wants the lawn back. That is still a designed scaffold. It is just less likely to need a pavement licence than a Romford terrace.
When we do take highway — local shops, tighter streets toward Grange Hill — it is Essex Highways. We do not blur that with Redbridge or Havering.
